Here is a handy little page which allows you to submit your website to any Yahoo category at no cost! Not sure if it still works, so if anyone tries it please leave some feedback.
Listing your website in the Yahoo directory is a sure fire way to increase your PR and is a true Google trusted link. Along with the DMOZ directory and a listing in Wikipedia it is something that you should consider for your site. This can cost $299/year for certain categories.

Submitting to Dmoz.org is nearly impossible. I tried doing a few submissions, and almost never get a response anywhere, even when I do the submission perfectly.
Back in the day before it got wildly popular it was a simple affair and you’d get your approval in a weeks time, today they don’t have enough editors to clear any approval queue.
Yahoo’s directory is probably easier to be accepted into, however that $300 dollar price of entry is clearly a barrier to do so.
I’ve tried to get a link on wikipedia, and they are promptedly removed as well.
Your recommendations are definately solid, accept that it’s not really easy to do anymore.
